Program Transformation
The proposed changes focus on encouraging alternative transportation modes, particularly for pedestrians and cyclists, while discouraging car use in the central open area. The transformation of the garage into a mixed-use building aims to diversify its function and minimize reliance on cars. Reconstruction of the garage building involves repurposing the first and second floors for public use, with the roof serving as a sports field and playground. The garage becomes a multifunctional space catering to sports activities, study areas, exhibitions, restaurants, and water management. Rainwater collection structures on the facade and roof, coupled with large green spaces, address Charlottesville's precipitation patterns, providing sustainability education for students.
In the short term, the third and fourth floors serve as fixed parking spaces, potentially transforming into other uses in the long term, while the remaining floors and roof remain flexible for various events, situations, and seasons. The proposal also includes the construction of bridges to connect both sides of the railway, aligning with the UVA Office of Architect's plan. In the long term, the envisioned transportation hub integrates all modes of transportation, including public transit, bicycle racks, scooters, skateboards, and parking, making it a central station for potential public transit rail along the railroad, fostering integration and connectivity between educational, recreational, and commercial activities.
